《潮骚》是一个渔歌式的朴素纯真的故事，如风情画般浮现在日本的一个小岛歌岛上。 海岛的自然景色很美，海岛上的人和人情更美，那是一种充满生命力健康自然的美，新治和初江，故事里的男女主人公，在这样的环境下萌发产生的爱情，也是那样纯真自然动人。 19岁的穷苦渔民新治，出海打鱼归来，在海岸的劳动妇女中看见了初江。晚霞，海风，女孩的秀发和肌肤，在劳动的妇女中只有她——歌岛富商宫田照吉寄养在外地的掌上明珠初江分外光彩，新治柔情漫溢，渐生爱慕之情。两人幽会的事情传到了村子里，父亲斥责了女儿，他俩不能再见面了，不久，有一次出海，遇到暴风雨，新治临危不惧跳入海中营救了遇难的小渔船，打动了初江父亲的心，因而同意了他俩的亲事。
